Harry Elmer Barnes (1889-1968) war ein US-amerikanischer Soziologe, Kulturhistoriker und Funktionär des Tiefen Staates der USA. Von 1922 bis 1925 war Barnes als Redakteur für Buchkritiken bei der Zeitschrift Foreign Affairs[wp], dem offiziellen Presseorgan der mächtigsten Institution des US-amerikanischen Tiefen Staates Council on Foreign Relations[wp] tätig.
